I electric scooters they can be driven from the age of 14, using a helmet if minors and respecting defined limits. There are various regulatory aspects regarding the new micromobility devices linked to the provision “A thousand extensions”.

The norms

Effective after publication in Official Gazette, the equivalence of electric scooters with a maximum power equal to bicycles is confirmed 0,50 kW. Devices with a higher range are not recognized, therefore they are not allowed to circulate. In case of violation, there are fines ranging from 200 to 800 euros and confiscation of the vehicle.
Drivers, if minors, must wear a protective helmet. Driving is permitted from 14 years and on urban sections that can also be traveled by bicycles or on extra-urban routes, only where there are cycle paths. You can proceed in a single file or in any case it is not possible to place more than two vehicles side by side and you cannot transport other people, objects or animals, just as it is not possible to tow. While driving, your hands must not be occupied by other objects, but must remain firmly on the handlebars and be moved away only to signal a turn. From half an hour after sunset, in the evening hours or when required by weather conditions even during the day, the lighting systems must be activated and drivers must wear a reflective jacket or braces to underline their presence. In these cases, sanctions of 50 to 200 euros are foreseen, following the indications.
The maximum speed limit that can be reached is 25 km/h on roadway e 6 km/h in pedestrian areas where it is possible to circulate. Scooters that do not have lights during low light hours and in certain weather conditions cannot circulate. In these cases, violations can result in fines of 100 to 400 euros.
Furthermore, with an intervention on theart. 59 of the Highway Code, for each vehicle considered atypical with respect to the regulation of electric scooters, the same sanctions are provided for motor vehicles not comparable to bicycles. While regarding scooter rental services, activation must be established with a specific resolution of the Municipal Council where the company intends to operate, with indications on licenses, mandatory insurance coverage and limitations.
Regarding hoverboards, monowheels and Segways, however, these vehicles remain linked to the Toninelli decree and circulation is only permitted on arteries with a speed limit of 30 km/h and in participating municipalities, as mentioned.
