A measure worth 36 million euros, of which 18 for 2021 and the same for 2022, promoted by the Councilor for the Environment and Climate Raffaele Cattaneo which also includes a specific allocation dedicated to electric vehicles in the L category, i.e. mopeds, scooter, motorcycles, tricycles e quadricycles. The Lombardy Region's call for contributions for the purchase of zero or low emission vehicles was introduced to the public on Monday 1 March.
In a note released by Confindustria ANCMA (National Association of Cycle and Motorcycle Accessories) the initiative of the regional government is highlighted by underlining: “the importance of the measure for the environmental value and to consolidate the significant growth trend of electric two-wheelers recorded in 2020”.

Indications

The Lombardy Region's call is aimed at natural persons (not companies) present in Lombardy and will remain open until December 31st, subject to availability. These incentives cover 30% of the purchase price excluding VAT up to a maximum of 3.000 euros if a car is scrapped, 20% of the purchase price excluding VAT up to a maximum of 2.000 euros when scrapping a category L vehicle and 10% of the price purchase price excluding VAT, up to a maximum of 1.000 euros, without any scrapping.
On the portal of Lombardy region, in the notices section, further information can be found. According to the information, these contributions can be combined with state ones. For example, on a vehicle with a cost, VAT included, of 3.050 euros: with a more regional state incentive without scrapping the vehicle would cost 1.945 euros, while the cost of the vehicle with a more regional state incentive with scrapping of vehicle L would instead amount to 1.480 euros.
Despite the health emergency and the difficulties, an interesting increase was recorded in the electricity segment in 2020. The 10.000 registered vehicles exceeded for the first time, talking about mopeds, scooters and motorbikes, with a +84,5% trend. A positive trend which, considering ANCMA, is "destined to grow precisely due to the importance of the role that two wheels play in the future of mobility, especially in urban areas. And in particular in Milan where, also thanks to the push of sharing mobility and state incentives, electric two-wheeled vehicles have recorded growth of more than 680% compared to 2019".
