With the approval of the Chamber of ddl Competition, requested by Confindustria ANCMA (National Association of Cycle Motorcycle Accessories) a table for the reform of CARD, Agreement between Insurers for Direct Compensation. Despite the association's opinion, the provision made operational the extension of the CARD mechanism, to which Italian insurance companies now participate, also to those operating in Italy with registered office in other European countries.

The request

Direct compensation CARD, dating back to 2007, provides that the driver who suffers an accident is not compensated by the insurance of the person responsible for the accident, but by his own. This will subsequently obtain a lump sum reimbursement from the insurance of the driver who caused the collision. A mechanism that has provided positive effects over time on insurance premiums and compensation times in the auto sector. However, as underlined by a study commissioned by ANCMA at LUISS University and the trend of the insurance market, the CARD convention produces distorting effects on two-wheeler policies, as the rigidity of the lump sum reimbursement mechanism does not adapt to accidents motorcycles, which also present a high rate of personal injury, as recalled in the press release released.
Emphasis is placed on: “the significant increase in premiums that the over 500 thousand motorcyclists insured outside the CARD procedure will face. But even motorcyclists insured with the CARD already pay some "system charges" which account for around 30% of the insurance premium. This perspective – as reported in a press release issued by ANCMA – makes a reform action of the CARD itself necessary as recently declared by the president of IVASS himself Luigi Signorini"
